OzMozis
Khovete Panguene
Managing Partner
Khovete handles strategic management and business development and manages field surveys and evaluations. Before joining OzMozis in 2010, she spent four years in the World Bank Mozambique office as a project manager. Khovete also worked on an evaluation of the U.N. Delivering as One pilot, and as an M&E Advisor concerning capacity building of NGOs working on HIV/AIDS. She has a B. Comm. from the University of Pretoria, and an M.A. in economics from American University, Washington, D.C. Khovete is Mozambican, and fluent in English and Portuguese.
Michael Baxter
Director
Michael has extensive experience with the public and private sectors in southern Africa and beyond, having worked on development in Africa, South Asia, the Pacific, and Latin America. With a focus on rural development, investment policy, and results, he is known for incisive analysis, practical experience and views, client empathy, and innovative and cross-sectoral perspectives. Michael’s tertiary education was at Melbourne University, the University of Papua New Guinea, and the University of California, Berkeley. He is Australian and speaks English and Portuguese.
Hėlio Machungo
Compliance Officer
Hélio is a finance specialist with a degree in accounting, finance, and auditing. He has 12 years of experience supporting private firms in Mozambique that work in the mining, real estate, automotive, and general services sectors. At OzMozis, Hélio handles taxation and immigration issues and advises on administrative matters that involve government agencies. He is Mozambican and speaks Portuguese and Xichangana.
Salomão Maxaeia
Social Development Specialist
Following an engineering role and nine years with an NGO on project development and program management, Salomão has consulted on mining, rural and social sector activities, and coordinated the United Nations Volunteers program in Mozambique. He has a B.Sc. (Social Anthropology) and a postgraduate certificate in Development Studies from the University of London. A Mozambican who works in Mozambique and the U.K., Salomão is fluent in English and Portuguese.
Sumeila Nharruluga
Project Manager
Sumeila has worked for five years as a survey manager. She has practical experience in forming, training, and supervising field teams, and in CAPI data collection. Sumeila has worked with government, development agencies, private sector and civil society. She has an M.A. in Public Health and a B.A. in Public Management. Sumeila is Mozambican, and speaks Portuguese, English, Xironga and Xichangana.
Nayra Negrão
Administrative & Logistics Coordinator
Nayra handles office and logistics management, bookkeeping and researching, and writing reports and communications. In relation to projects, she organizes activity training and field logistics, tracks budgets, and procures services. Before joining OzMozis, Nayra worked for eight years as the administrative director of a preschool and owned and managed a fashion design firm. She is Mozambican and speaks Portuguese and English.

One-third of our twelve contracted partners, some of which are below, have been Mozambican firms.
Consultants
We hire short-term consultants in areas like agribusiness, business development and employment, economics, GIS/mapping, skills development, statistics, and survey design and implementation (e.g., data management, analysis, quality assurance, and enumerators and supervisors).
